Executive Committee members voted 18-5 to approve a bylaw amendment that would reduce the minimum printing schedule for newspapers to three days from five days a week. The change, effective immediately, keeps newspapers that have reduced or will reduce their schedule eligible for membership.

This amendment also adds language regarding the annual APSE contest. Newspapers printing only three days a week will have trouble fitting into the daily division of the section judging competition, because one or more mandatory dates are likely to fall on days they don't publish. The proposed new language makes clear that this issue will be left up to the Executive Committee, which may choose whether to include those papers in the daily portion of our contest.

This bylaws amendment changes 5G (2) of our bylaws.

Here is the text of the bylaws amendment:

RESOLVED, upon enactment of this resolution, the APSE bylaws are revised in the following manner:

1. Under 2. MEMBERSHIP, Section A, change the paragraph numbered (1) to read as follows:

Newspapers that print no fewer than three days a week, and their associated websites.

2. Under 4. DUTIES, Section B, add the following sentence to the end of the second paragraph:

The Executive Committee has the authority to determine whether and how newspapers and websites, as members under 2(A), may enter various portions of the contest.
