The APSE Executive Committee will consider the following amendments to the bylaws during the summer conference in Detroit later this month:

— A proposal to create a position on the Executive Committee for a representative from The Associated Press.

— A proposal to make membership available to sportswriters. They would be allowed to join either as part of an organization's entry, or in the individual membership category.

These bylaws amendments will be offered under 5G (1) of our bylaws. To pass, they must be approved by a simple majority at the opening Executive Committee meeting, presented for discussion at the general membership meeting, then passed again by a majority at the closing Executive Committee meeting. Each bylaws amendment requires a motion and a second from a member of the committee before it can be considered.

Anyone with questions about this matter may contact any member of the Executive Committee, which includes national officers, regional chairs and past presidents.

The text of the proposed bylaws amendments:

APSE bylaws amendment 2013-1

A proposed amendment to the bylaws of the Associated Press Sports Editors, offered in executive committee on June 26, 2013. If passed, eligible for final approval at the closing executive committee meeting.

RESOLVED, upon enactment of this resolution, the APSE bylaws are revised in the following manner:

Strike out 2(H) in its entirety and replace with the following: “The Associated Press shall be a member organization paying dues at the highest level of membership. The Associated Press shall have one vote on the Executive Committee, with such vote being cast by a member designated by The Associated Press. The AP representative to the executive committee will be a member of the AP Sports management team (sports editor, deputy, one of the four U.S. regional sports editors) and rotated in two-year terms. A deputy, from the rotation outlined above, will be designated to serve in case the AP representative cannot complete his or her term. No member of the AP Sports management team may serve consecutive two-year terms, but may represent the news agency on the executive committee as long as he or she is employed by AP. No AP representative can hold any other APSE office, but can serve on committees at the invitation of the APSE president.”
1. In the first paragraph of 3(B), add a comma after “regional chairs” and insert the following: “the Associated Press representative.”
2. Under 3(B), add the following sentence to the end of the seventh paragraph: “The Associated Press representative to the Executive Committee will not count toward a quorum.”
3. Under 3(C), in the first paragraph, after “with the exception of the third vice president” add the words “and the representative of The Associated Press.”
